After installing client, you will get two grf files, data.grf and sdata.grf, usually in C:\Program Files\Gravity\RO.
If you did not install RO client on the server host, you should consider doing things Linux way, i.e. transferring from another Windows client host into a folder in drive C, for example C:\RO. Transfer can be done using Windows shared network folder or via FTP.
You do not really need KRO grf files for revisions higher than SVN-5xxx or those with mapinfo.txt. However, you will need mapinfo.txt generated somehow and get it uploaded to your server. Read more about it on grf-files.txt page.

How do I know whether KRO is updated?
Open Windows Explorer (shortcut Winkey+E) and set View to Detailed. Look at the time stamp. That should be the time you completed update of KRO. If it is not, then KRO has not been updated.

No kidding? Click on ragnarok.exe to update data.grf and sakray.exe, sdata.grf.
