There are two possible ways to create source repository (or folder) on Windows. One is on the native Windows file system, C:\SVN, which is to be used by TortoiseSVN. However, it is possible to get Subversion to use that directory as well. The other, /home/svn (equivalent Window directory is C:\Cygwin\home\svn), is on Cygwin file system. The choice is personal. Whichever you choose, end result will be the same.
